Certified is a standard, not a description. Here is exactly what a Toyota has to clear to wear the badge, and what coverage comes with it.
Most used cars are described. A Toyota Certified vehicle is qualified, and the qualification starts before a technician looks at it. Toyota certifies at two levels, Gold and Silver, and the gates set which one a vehicle can reach.
An age limit set by Toyota, not by the store: up to 6 model years old for Gold, up to 10 for Silver. A well-kept older Toyota cannot be certified no matter how good it is, and it is sold as a regular used vehicle instead.
The second hard limit: 85,000 miles or less for Gold, 125,000 or less for Silver. It is why certified listings cluster in the recent model years, and why a certified vehicle tends to arrive with a good deal of its life still ahead of it.
A CARFAX vehicle history report is pulled and reviewed before the inspection begins, not handed over at the end. What the report shows can end the process there.
A vehicle that clears the three gates goes to the 160-point Quality Assurance Inspection, carried out by trained technicians against a fixed checklist; a certified hybrid is tested to 174 points. The number matters less than the method. A checklist means every vehicle is examined the same way, in the same order, by somebody who cannot skip a line because the car looks clean.
The list runs across the mechanical, the structural and the cosmetic. Engine and drivetrain condition, brakes and their remaining life, suspension and steering, electrical and electronic systems, how the vehicle behaves on a road test, tires, glass, paintwork and interior wear each have their own entry. Anything found short of Toyota's standard is repaired to that standard before the vehicle is certified, and a vehicle that cannot be brought there does not get the badge.
That is the honest reason certification takes time, and it is most of the reason a certified vehicle carries a higher number than an otherwise similar one. What you are buying is not an opinion about the car. It is a documented process that the car passed, and the certified inventory is every vehicle here that passed it.

The word certified appears on a great many used-car listings, and it does not always mean the same thing. A manufacturer program, like this one, is defined by the manufacturer: the age and mileage limits, the inspection specification and the warranty terms are all Toyota's, and the coverage is honored across the Toyota dealer network. A certification created by a seller is defined by that seller, under whatever terms it has chosen, and backed by that seller.
Neither arrangement is inherently wrong, and a seller's own inspection can be thorough. The point is simply that the two are different products sharing a word, and the listing rarely makes that clear. Three questions settle it in any showroom, including this one: who set the inspection standard, who is behind the warranty, and where is the warranty honored. If the answers are the manufacturer, the manufacturer, and the dealer network, you are looking at factory certification.
The other thing worth doing is comparing a certified and a non-certified example of the same model side by side, with the remaining coverage on each written down. That is a comparison we are happy to set up, and it is the only way the price difference becomes a real number rather than an argument.

Toyota Certified is a manufacturer program: Toyota sets the eligibility limits, Toyota specifies the inspection, and Toyota backs the warranties, which are honored at Toyota dealers rather than only at the store that sold the car.
